Boris Badenough / Betanoff was a name used by Dean Anderson for the tune "What's Up Rocky" AKA "Hey Rocky" which used samples from the cartoon "Rocky & Bullwinkle" and was supposedly a taunt to the boss of DJ International, Rocky Jones. The artist name is a play on the bad guy's name on the Rocky & Bullwinkle show - Boris Badenov.
