This is Gerard Ekdom impersonating singer/DJ Henk Westbroek. In 2007 a single was released of Henk Westbroek singing a cover of Youp van 't Hek's 'Flappie'. It caused a little riot among fans of the song, who didn't find it suitable to mock with the song. What nobody knew however, is that it wasn't Henk Westbroek himself, but in fact DJ Gerard Ekdom, who had already impersonated Henk Westbroek a lot of times in his radioshow.
