A.k.a. Howie Atkins
Howie (b. Howie Atkins) was named »Smart« due to the resemblance of his voice to Leroy Smart. Even though he had a group with some musical friends in Jamaica he first recorded after he had moved to Canada. He first featured on a disco called »Walls of Babylon« (1978, Choice). King Culture, a friend of the producer, heard Howie Smart in the studio and contacted him in order to record for his label. Two albums were released, »Rock and Come In« and the sophomore album »Howie Smart Meets King Culture in Dancehall Style« (released '82 or '83). The albums had some tracks overlapping.
