Steve Stepe was the former bassist for the Chicago-based punk band Rights Of The Accused. His brothers Chopper Stepe and Barry Stepe played in another early Chicago-based punk band, Negative Element. Steve left Rights Of The Accused when he moved from Chicago to Peoria, IL. He was replaced by Tom Faulkner, who had previously been the vocalist for Negative Element.
