This plate appeared just when the DIY sound system/party crew were starting their own label. Their previous releases came out on Warp Records. This being the first release on 'Strictly 4 Groovers', some decisions about titles and cat numbers were obviously still being made. That's why the promo and the actual release have different cat numbers. In case you were wondering, HB stands for 'Home Bass'.
