USED TO BE A CHILD is a charity group by Japanese artists. In response to the declining birthrate in Japanese society (represented by the so-called "1.57 shock" in 1990) a single was released in 1993 alongside a Ministry of Health and Welfare "Welcome Baby" campaign.
